Philippines-Japan Reciprocal Access Agreement Advances Military Cooperation

The Armed Forces of the Philippines (AFP) welcomed the ratification of the Philippines-Japan Reciprocal Access Agreement by Japan’s National Diet on June 6. This key agreement marks a significant step in strengthening bilateral military cooperation and promoting regional stability.

AFP Chief General Romeo Brawner Jr. highlighted that the reciprocal access agreement lays a solid foundation for joint training, humanitarian aid, and disaster response operations between the AFP and Japan Self-Defense Forces (JSDF). He emphasized that this pact enhances interoperability and coordination to address both traditional and emerging security challenges effectively.

Key Provisions and Strategic Importance

The agreement permits both Manila and Tokyo to deploy troops and military equipment within each other’s territories during joint exercises, similar to the AFP’s Balikatan Exercise with the United States Armed Forces. General Brawner noted that the pact strengthens the shared commitment of the two nations to a free, open, and rules-based Indo-Pacific region.

This move aligns with President Marcos Jr.’s directive to deepen strategic partnerships with allied nations sharing similar values. Brawner also extended his gratitude to General Yoshihide Yoshida, Chief of Staff of the Joint Staff, JSDF, for supporting the agreement’s ratification.

Implementation and Future Cooperation

Following the National Diet’s approval, the AFP looks forward to expanding collaboration with the JSDF to achieve their common goals of peace and security. “The AFP remains steadfast in defending national sovereignty while enhancing cooperation with trusted partners,” General Brawner said. He also expressed optimism about the full implementation of the agreement.

The Department of National Defense (DND) also welcomed the ratification. The agreement was initially signed by DND Secretary Gilberto Teodoro Jr. and former Japanese Foreign Minister Kamikawa Yoko during a visit to Malacañang Palace on July 8, 2024. The Philippine Senate ratified the pact on December 16, 2024.

Legal Framework and Multilateral Partnerships

The Reciprocal Access Agreement outlines clear procedures for joint activities and defines the legal status of visiting forces. It aims to facilitate cooperative efforts such as joint military exercises and disaster relief operations, further improving interoperability between the AFP and JSDF.

Aside from Japan, the Philippines currently holds Visiting Forces Agreements (VFA) with the United States and Australia. Meanwhile, the DND is actively negotiating similar agreements with countries including France, Canada, and New Zealand.
