Philippines Leads Global Platform Economy Labor Standards
After two years of intense global labor compliance review, the Philippines has emerged as a key player in setting international rules for the fast-expanding platform economy, the Department of Labor and Employment (DOLE) announced. This achievement highlights the Philippines’ growing influence and commitment to protecting workers in this evolving sector.
DOLE Secretary Bienvenido E. Laguesma noted that the country’s removal from rigorous oversight by a major international labor organization signals strong progress in safeguarding workers’ freedom of association. This was especially significant given past concerns about union harassment.
International Role in Platform Economy Labor Policies
At the 113th International Labor Conference in Geneva, Undersecretary Benedicto Ernesto R. Bitonio Jr., who headed the Philippine delegation, was elected chair of the newly created Committee on Decent Work in the Platform Economy. This committee is tasked with developing global policies for gig and platform-based work.
Bitonio emphasized, “The rapid growth of the platform economy, accelerated by the pandemic, calls for international cooperation to balance innovation with adequate protections for workers in nontraditional employment.” The committee is scheduled to meet from June 2 to June 12 at the Palais des Nations in Geneva and will submit its report on June 13.
Strengthened Compliance and Labor Governance
DOLE highlighted that the Philippines’ clearance from the supervisory review reaffirms its improved compliance with fundamental labor conventions, especially regarding freedom of association. This development marks a pivotal shift from being under international scrutiny to becoming a global leader in labor governance within the digital economy.
