Philippines Boosts Defense Cooperation with European Allies
The Department of National Defense (DND) has intensified its defense cooperation with key European partners during the Shangri-La Dialogue held in Singapore on May 31. This move highlights the Philippines’ commitment to advancing security and stability in the Indo-Pacific region through strengthened international partnerships.
DND Secretary Gilberto Teodoro Jr. engaged in bilateral talks with several European defense officials, including the European Union’s chief diplomat, the French Minister of the Armed Forces, the United Kingdom’s Minister of State for Defence, Sweden’s Minister for Defence, and Lithuania’s Minister of National Defence. These discussions focused on enhancing collaboration and addressing regional security challenges.
Structured Security Dialogue with the European Union
Secretary Teodoro and the EU’s chief diplomat agreed to pursue a structured security dialogue that targets shared threats and promotes regional stability. This framework aims to establish ongoing communication channels to better coordinate defense efforts and respond to emerging challenges in the Indo-Pacific.
France’s Expanding Strategic Role
France reaffirmed its growing strategic involvement in the region, pledging to ramp up joint military exercises with the Armed Forces of the Philippines (AFP). Officials also discussed progressing the Status of Visiting Forces Agreement (SOVFA), which would allow mutual military training and vessel visits, enhancing operational readiness and interoperability.
United Kingdom and Sweden Partnership Plans
Teodoro and the UK’s defense minister highlighted plans to boost cooperation through upcoming British naval deployments and expanded defense education exchanges. Similarly, discussions with Sweden’s defense minister focused on future joint training and ship visits, alongside collaborative efforts to combat disinformation and safeguard vital sea lanes.
Collaboration Among Like-Minded Nations
The Secretary also met with Lithuania’s defense minister to emphasize cooperation among smaller nations with shared interests. They noted recent progress in cyber defense partnerships and expressed mutual enthusiasm for advancing defense technology collaboration.
Advocating Principled Leadership at the Young Leaders Roundtable
Aside from his bilateral meetings, Teodoro spoke at the Young Leaders Ministerial Roundtable, where he encouraged young professionals and strategic thinkers to embrace principled leadership and international cooperation. He underscored the importance of values-based decision-making in tackling global security challenges.
Teodoro urged attendees to adopt the concept of “global citizenship” as promoted by UNESCO. This idea highlights that people are interconnected beyond national borders, viewing the world not just as a battleground for power but as a shared home governed by interdependence, ethics, and international law.
“This perspective allows us to go beyond power politics,” he explained. “It enables us to see the world through the lens of common humanity. Our shared challenges demand fair and cooperative solutions grounded in justice and the rule of law.”
However, the Secretary warned against unilateral attempts to reshape the international order, such as spreading disinformation, manipulating multilateral platforms, and redefining international law. These tactics threaten the spirit of cooperation necessary for peace and security.
As an example, he cited the ongoing tensions in the West Philippine Sea, where Filipino fisherfolk face harassment by Chinese maritime forces. He stressed that such incidents are not abstract policy issues but real human concerns requiring strategic empathy and moral clarity.
