PHIVOLCS Modernization Act Advances Disaster Preparedness Nationwide

PHIVOLCS Modernization Act Strengthens Disaster Preparedness

On May 23, sources familiar with the matter confirmed the enactment of the PHIVOLCS Modernization Act of 2025. This new law aims to enhance the Philippines’ disaster risk management through advanced technology and expanded monitoring capabilities. The PHIVOLCS Modernization Act is seen as a critical step forward in improving the nation’s ability to respond to volcanic eruptions and earthquakes.

Officials emphasized that the law does more than mandate a master plan; it establishes a clear national policy framework. This structure will guide agencies and local governments to coordinate and act more effectively during natural disasters. “Mas magiging handa na tayo,” community leaders said, expressing confidence that citizens will be better prepared.

Those involved in the legislation highlighted how the act will equip the Philippine Institute of Volcanology and Seismology (PHIVOLCS) with modern tools and expand its expert workforce. This will enable faster, more accurate monitoring and warning systems, directly benefiting vulnerable communities.

Key Features of the PHIVOLCS Modernization Act

One major upgrade under the law involves increasing the number of seismic monitoring stations from 125 to 300. This expansion will provide more comprehensive data on seismic activities nationwide. Additionally, the act mandates installing seismic monitoring equipment on all 24 active volcanoes, a significant increase from the previous 10.

Local experts indicate that these measures will greatly improve early warning capabilities. With better data and technology, disaster response teams can act promptly, potentially saving lives and minimizing damage to infrastructure.

The law also supports building a larger pool of technical experts specialized in disaster science and innovation. This human resource development is crucial for sustaining long-term improvements in disaster risk management.

Government Support and Collaboration

The modernization efforts received strong backing from the highest levels of government. The President officially signed the law on April 24, 2025, signaling a commitment to prioritize science and technology in disaster preparedness.

During the signing event, representatives from the Department of Science and Technology and PHIVOLCS, along with members of Congress, gathered to show their support. The collaborative spirit reflected a unified approach to advancing the country’s disaster resilience.

Those involved in the process expressed gratitude toward everyone who contributed to the law’s passage. They believe this legislation fills critical gaps in the nation’s monitoring systems and empowers Filipinos to face calamities with greater readiness.
