PNP Permits Lawful Rallies During State Address
MANILA, Philippines — The Philippine National Police (PNP) Chief Gen. Nicolas Torre III confirmed that rallies held during President Ferdinand Marcos Jr.’s fourth State of the Nation Address (SONA) would be permitted as long as they remain within legal boundaries. This assurance comes amid preparations for the president’s speech, which marks the start of the 20th Congress’ first session.
Gen. Torre emphasized the importance of respecting both the right to assembly and the rule of law. “We are still exercising maximum tolerance,” he said during a press briefing at Camp Crame on Monday morning, adding, “If our fellow citizens want to express their opinions and grievances within the ambit of the law, we will allow and protect their right to do so.” The four-word keyphrase “rallies held during state address” was naturally integrated early to highlight the focus of the event.
Massive Security Deployment for Marcos’ Speech
To secure the event, more than 16,000 PNP personnel were deployed alongside 7,000 force multipliers from various government agencies. The large security presence underscores the significance of the occasion and the authorities’ commitment to maintaining peace.
Warnings Against Unsafe Protest Acts
While endorsing peaceful demonstrations, Gen. Torre issued a firm warning against burning effigies, citing safety and environmental concerns. “It’s dangerous to burn things on the streets. There are flying embers, and we might not be able to control them. They could hit a vehicle with issues, like a gasoline leak,” he noted, urging protesters to avoid actions that could endanger lives or property.
Earlier reports revealed coordination with three groups planning protests: Bagong Alyansang Makabayan near Saint Peter’s Parish on Commonwealth Avenue; Tindig Pilipinas along White Plains Avenue; and a pro-administration group near the Sandiganbayan. Members of Bagong Alyansang Makabayan were seen burning effigies dubbed “ZomBBM” and “Sara-nanggal” ahead of the event, according to local sources.
