Outgoing PNP Chief Urges Successor to Maintain Police Reforms
As the Philippine National Police (PNP) prepares for new leadership, outgoing Chief Gen. Rommel Francisco Marbil has a clear message for his successor, Major Gen. Nicolas Torre III: continue the police reforms currently underway. Marbil, who will retire on June 7, emphasized the importance of sustaining improvements within the police force.
“I have known General Torre for a long time. I told him, just continue the reform, kung ano ‘yung nakikita mong kailangan nating improve-in, kung ano yung pagkakamali during my time, we have to correct it,” Marbil said. He expressed confidence in Torre’s ability, adding, “I know he’s better than me.”
Leadership Transition and Support for Senior Officers
Marbil also advised Torre to take care of senior officers who were overlooked during his tenure. “Ang sabi ko lang, we have to see and treat them well. But, anybody can be the chief. Kayang-kaya naman nila, lahat naman ‘yan magagaling,” he stressed. He believes these officers are highly capable, even saying, “They’re better than me 100 percent.”
The leadership change comes as President Marcos Jr. appointed Torre, who currently leads the Criminal Investigation and Detection Group (CIDG), to head the 230,000-strong police force. Sources familiar with the matter note that this decision was based on merit and professionalism rather than political favors.
Clarifying the Appointment and Future Outlook
Marbil dismissed suggestions that Torre’s appointment was a reward connected to the arrest of controversial figures. “Hindi siya as a reward because capable naman ‘yung tao talaga,” he said.
Reflecting on his own term, Marbil downplayed the idea of leaving a personal legacy. Instead, he views his time as a continuation of the positive policies established by his predecessors. “There will be no legacy, just a continuation of the magagandang policies na iniwanan sa akin ng mga naging Chief PNPs,” he explained.
Marbil’s Career and Retirement Plans
The 30th PNP chief, a Philippine Military Academy graduate from the Sambisig Class of 1991, assumed command on April 1, 2024. Originally set to retire on February 7 upon reaching the mandatory age of 56, his term was extended by four months to ensure stability during a critical election season.
“I am very happy because we are in a better place now. We can say we were better off. We are proud of our uniform,” Marbil said.
When asked about future government roles, Marbil said he would consider any offers carefully, with his family’s feelings in mind. “Sabi ng asawa ko, noong na-extend ako, nalulungkot,” he shared. “Ang plano ko talaga is really to spend my time with my family.”
