PNP Supports Scientific Approach to Age

Philippine National Police chief Gen. Nicolas Torre III expressed support for lowering the age of criminal responsibility, emphasizing that the decision must be grounded in scientific evidence. This stance came amid growing calls to revisit the current age limits set by law.

Senator Robin Padilla recently introduced a bill seeking to amend Republic Act 9344, also known as the Juvenile Justice and Welfare Act. The proposal aims to reduce the minimum age of criminal responsibility to 10 years old for heinous crimes. Community members and officials continue to debate the implications of this four-word keyphrase.

Scientific Evidence Should Guide Policy Change

At a press briefing held in Camp Crame, Gen. Torre highlighted the importance of basing any adjustments on solid research. “We do support lowering the age of discernment. But that should be based on scientific evidence,” he said.

He added that studies must be carefully examined to determine whether the current age threshold remains appropriate. “Marahil mas mataas na ngayon ang kamalayan ng mga bata dahil sa madaling pag-access nila sa impormasyon,” the PNP chief noted, acknowledging how children’s awareness might have evolved in today’s digital age.

PNP’s Formal Position and Legislative Process

Although Gen. Torre did not specify the exact age the police force supports, he mentioned that the PNP will submit a formal position paper to Congress. However, the timeline for this submission remains undisclosed.

“We leave it to our legislators what their final decision will be regarding that matter,” the official stated, underscoring the role of lawmakers in shaping the policy.

Background on Juvenile Justice Law

Enacted in 2006, the Juvenile Justice and Welfare Act currently establishes 15 as the minimum age of criminal responsibility. This law aims to protect children from the full force of the justice system while promoting rehabilitation.

Nonetheless, the debate continues as some lawmakers push for changes to address heinous crimes involving younger offenders.

Opposition Voices on Lowering the Age

Not all groups agree with the proposed amendment. The Child Rights Network (CRN) opposed lowering the age, arguing that the focus should be on properly implementing the existing juvenile justice law rather than changing the age threshold.

They stressed that effective enforcement and support systems are crucial to safeguarding children’s rights and welfare.
