PNP Chief Explains Five-Minute Response Policy
Philippine National Police (PNP) chief Gen. Nicolas Torre III recently addressed the agency’s five-minute response policy, emphasizing that it is “not an absolute nor an all-for-one” solution. This clarification came after a command conference revealed that four regions failed to meet the five-minute police response time target.
“I gave them the guidance that the five-minute response is not absolute. Strategy should be deployed here based on the prevailing situation on the ground,” the PNP chief said during a press briefing at Camp Crame.
Adapting Police Response to Local Conditions
Gen. Torre stressed the importance of tailoring police tactics to each area’s unique circumstances. “There are many tactical considerations. It’s not all-for-one that, from Batanes to Jolo, it’s the same system. No. Commanders on the ground have to have the right assessment and the right response and system to implement,” he added in Filipino.
This approach acknowledges the diversity of challenges across the Philippines, highlighting that a uniform response time goal may not be practical everywhere.
Challenges in Remote and Far-Flung Areas
The PNP chief also recognized that remote towns and small islands pose significant hurdles to achieving the five-minute response goal. He pointed out that in such areas, local barangay officials play a crucial role.
“It’s the chief of police’s job now, since they’re on the mainland, to talk to the barangay officials that ‘in these responses, you should be the one the people there can lean on,’” Gen. Torre explained.
Implementation Since Taking Office
Gen. Torre introduced the five-minute response target as part of his platform when he assumed office last June. Despite the challenges, the policy aims to improve the speed and effectiveness of police assistance nationwide.
However, the chief made it clear that flexibility and situational awareness must guide the implementation of this standard. Commanders are encouraged to assess their local environments carefully and adjust their tactics accordingly.
