PNP Chief Reaffirms Police Unity
MANILA — Philippine National Police chief Gen. Nicolas Torre III firmly stated that no order, obstacle, or challenge can break the unity of the police force. This declaration of police unity comes amid recent directives affecting key leadership positions within the organization.
During the flag ceremony at Camp Crame, Torre emphasized the unwavering solidarity within the police ranks. “The PNP is united. No order, no obstacle, and no challenge can destroy our unity and our commitment to the nation,” he declared, highlighting the strength of their collective resolve.

Gen. Torre reminded officers that their service transcends individual interests. “As we salute our flag today, let us remember that our service is not for ourselves but for the Filipino people,” he said. Reassignment Orders Spark Controversy
On August 14, the National Police Commission (Napolcom) issued Resolution 2025-0531, instructing the PNP to reverse recent changes in leadership. The resolution ordered the reinstatement of Lt. Gen. Jose Melencio Nartatez Jr. as deputy chief for administration and Lt. Gen. Bernard Banac as Area Police Command (APC) Western Mindanao commander.
This directive challenges an August 6 order by Gen. Torre, which swapped the positions of Nartatez and Banac. Torre had appointed Nartatez as APC Western Mindanao commander and Banac as deputy chief for administration, the PNP’s second-highest post.
Regional Chiefs Show Support for Torre
In response to the conflicting orders, 18 regional PNP chiefs expressed their solidarity with Gen. Torre. A manifesto obtained by community members affirmed their commitment to uphold the chain of command and respect the authority within the police organization.
“We affirm our commitment to uphold the chain of command, respect the single line of authority, and obey all lawful orders of our superiors in the faithful discharge of our sworn duties and responsibilities as members of the PNP,” the manifesto read, reflecting a unified stance.
