PNP Chief Highlights Technology Use During Sara Duterte’s Visit

MANILA, Philippines — Philippine National Police Chief Gen. Nicolas Torre III emphasized that the PNP has been actively integrating technology in its operations, a fact already shared with Vice President Sara Duterte during her visit to the Quezon City Police District (QCPD). Torre, who was QCPD director from August 2022 to August 2023, recalled the vice president’s presence at one of their flag-raising ceremonies where the agency showcased its modern monitoring systems.

“I believe she still remembers the time when I invited her to be the guest of honor and speaker in one of our flag-raising ceremonies. She came and we showed her the integration of various monitoring instruments over the entirety of Quezon City,” Torre said during a press briefing at Camp Crame on Monday. This statement came after Sara Duterte criticized the PNP for allegedly prioritizing police visibility over advanced technology.

PNP Technology Integration: Drones, CCTVs, and More

Gen. Torre elaborated on the technology being used, including drones, interconnected CCTV cameras, body cameras, and radios. “We have a drone. We have interconnected CCTVs. We have body cameras and many more. We have radios. The PNP gave everything,” he added, underscoring the agency’s commitment to modernization.

The vice president attended the QCPD flag-raising ceremony held at Camp Karingal in March 2023, during which the PNP demonstrated its technological capabilities. Despite the public criticism, Torre expressed gratitude for Duterte’s feedback and welcomed constructive ideas to improve police services.

Invitation to Visit Camp Crame and See Technology in Action

In response to previous remarks by the Palace Press Officer, who quoted Torre inviting the vice president to visit the PNP headquarters, the chief said he does not recall making such a statement but reaffirmed the invitation. “We always welcome those ideas,” Torre said, encouraging broader participation from citizens aiming to enhance police operations.

“I am grateful for the criticism of our vice president in our operations. We always welcome those ideas,” he said, adding, “For that matter, we welcome the ideas of the other Filipinos whose goal is to speed up, clean up and improve the delivery of police services.”

Background on Gen. Torre’s Leadership and Notable Actions

Before his appointment as PNP chief, Gen. Torre led significant operations, including the arrests of Apollo Quiboloy, founder of the Kingdom of Jesus Christ and an ally of the Duterte family, in September 2024. He also oversaw the detention of former President Rodrigo Duterte, the vice president’s father, in March 2025. Upon his promotion to lead the PNP, Sara Duterte reportedly responded with laughter but maintained a light-hearted stance.
