PNP Chief Faces Napolcom Order
Two Philippine National Police regional offices have publicly voiced their support for PNP chief Gen. Nicolas Torre III amid a National Police Commission (Napolcom) order to recall his recent reassignment of key police officials. This development highlights ongoing tensions between the PNP leadership and Napolcom oversight.
Napolcom Resolution 2025-0531, issued on August 14, directs the PNP to reinstate Lt. Gen. Jose Melencio Nartatez Jr. as deputy chief for administration and Lt. Gen. Bernard Banac as Area Police Command (APC) Western Mindanao commander. This order reverses an August 6 decision by Gen. Torre that swapped their roles.
Regional Offices Express Support for PNP Chief
In a statement released Friday, the National Capital Region Police Office (NCRPO) acknowledged the Napolcom directive but reaffirmed its trust in the leadership of Gen. Torre. Officials emphasized their confidence that Torre’s leadership will continue to embody professionalism, transparency, and accountability while respecting due process and the rule of law.
“We trust that the leadership of Gen. Torre will continue to uphold the principles of professionalism, transparency, and accountability, ensuring that any institutional reforms are carried out with full respect for due process and the rule of law,” the NCRPO said. They also stressed their commitment to neutrality, focusing on law enforcement duties and community protection.
Similarly, the Police Regional Office Cagayan Valley (PRO 2) voiced its solidarity with Gen. Torre, though it did not directly reference the Napolcom resolution. PRO 2 declared, “We stand in solidarity with the Chief PNP in his mission to lead the Philippine National Police with integrity, resolve, and an unwavering commitment to public interest.” They rejected any efforts that might undermine the police institution.
PNPA Alumni Association Supports First Lakan Chief
Further backing came from the PNP Academy (PNPA) Alumni Association, Inc., which praised Gen. Torre as the first PNPA alumnus to become PNP chief. Graduating in the Class of 1993, Torre has faced significant challenges but continues to lead with determination and a clear vision for a professional and people-centered police force.
“We acknowledge the magnitude of the challenges he faces, yet he continues to lead with courage, dignity, and a clear vision for a professional, disciplined, and people-centered police service,” the association said. They pledged their unwavering support to Torre’s leadership, emphasizing shared loyalty and duty.
Napolcom’s Authority and Legal Basis
The Napolcom cited its authority under Republic Act 6975, also known as the Department of the Interior and Local Government (DILG) Act, as the basis for directing the PNP to reverse the personnel reshuffle. While RA 6975 grants the PNP chief authority over personnel deployment, it also defines Napolcom’s administrative control, which includes the power to review, approve, or modify personnel plans.
Despite requests, Napolcom Vice Chairperson and Executive Officer Atty. Rafael Calinisan declined to comment on the resolution. Likewise, the PNP has yet to issue an official response regarding the Napolcom order after inquiries were made at Camp Crame.
