PNP Chief Considers Procedure Review After Officer Deaths

MANILA, Philippines — Philippine National Police chief General Nicolas Torre III is set to review the PNP’s standard operating procedures and equipment following the deaths of two police officers in the line of duty. This move aims to enhance safety and effectiveness for officers on the ground.

During a visit to the wake of Patrolman Harwin Curtney Baggay in Barangay Commonwealth, Quezon City, Torre expressed deep sorrow over the loss. “We are going to review our procedures, our equipment, and whether it will help to have additional armoring for our personnel,” he said, emphasizing the need for better protection. “It’s not even a consolation that his killer was killed. We are saddened, but we celebrate his heroism. Truly, that is a life offered in service of others.”

Officers’ Heroism Highlighted Amid Tragedies

Baggay was killed early Monday while responding to a robbery. Despite being shot, he and his partner, Patrolman Robert Gregorio, managed to return fire and kill the assailant. The PNP chief recognized both officers’ bravery during the incident.

Another officer, Patrolman Mark Ornopia Sr., was killed last Friday in Danao City. He was pursuing a homeless man who had just stolen a service firearm from a security guard. Local sources reported that the suspect was later identified as a jobseeker from Negros Occidental.

Intensified Anti-Firearms Campaign

In response to these incidents, General Torre announced plans to intensify the campaign against illegal firearms. He stressed that reducing the availability of unlicensed weapons will be crucial to protecting law enforcement personnel and the public.

Posthumous Honors and Support for Families

During his visit, the PNP chief awarded Patrolman Baggay a posthumous Medalya ng Kadakilaan (Heroism Medal) and provided his family with over P340,000 in financial assistance from the Public Safety Mutual Benefit Fund. Patrolman Gregorio received the Medalya ng Kagalingan (Medal of Merit) for his courageous actions during the shootout.

General Torre also revealed that spot promotions for both officers will be processed, affirming, “There is no question that they deserve it.” These recognitions honor their sacrifice and commitment to public safety.
