PNP IAS Urges Suspect to File Affidavit for Sabungeros Case

MANILA, Philippines — The Philippine National Police Internal Affairs Service (PNP IAS) has called on a key suspect to submit an affidavit to support the ongoing investigation into the abduction of at least 34 cockfighting enthusiasts, locally known as sabungeros. This affidavit is crucial to building a strong case against the police officers allegedly involved.

The suspect, referred to only as “Totoy,” is a security guard at a Manila cockfighting arena. In a recent interview aired by a local news outlet, he claimed that about 20 police officers took part in the abductions, which spanned from April 2021 to January 2022.

Importance of Affidavit in Sabungeros Case

PNP IAS Inspector General Atty. Brigido Dulay emphasized the significance of Totoy’s affidavit, stating, “This witness has not yet filed or released an affidavit… These revelations are important because that’s what gives the case substance, linkages.” The affidavit would provide the detailed evidence needed to connect the officers to the crimes.

Currently, the PNP IAS is conducting an investigation and compiling documents to build the case. However, Dulay noted that “the narratives given back then in the Senate, the narratives in the investigation need substance.” The affidavit would lend credibility to these accounts and enhance the case’s strength.

Dismissed Officers and Potential Criminal Charges

Dulay revealed that seven police officers were dismissed last year in relation to the abduction of e-sabong (online cockfighting) master agent Ricardo Lasco. If Totoy files an affidavit implicating additional police officers, including those already dismissed, the seven officers will face criminal charges instead of just administrative proceedings.

He also urged the families of the missing sabungeros to come forward and provide information to further strengthen the case against the accused officers.

Ongoing Investigations and Coordination

Despite the absence of an affidavit, Dulay assured the public that the PNP IAS has the authority to conduct a motu proprio (on its own initiative) investigation to pursue the matter. This ensures the probe will continue even if the suspect delays or refuses to cooperate.

Last Friday, the National Police Commission (Napolcom) announced its own investigation into Totoy’s allegations involving law enforcers in the disappearance of the sabungeros. PNP IAS confirmed its support for the Napolcom initiative and expressed commitment to collaborate closely on the case.

“We agree and support Napolcom’s initiative… We will collaborate with them on this case,” Dulay said, signaling unified efforts to uncover the truth and hold those responsible accountable.
