PNP Emphasizes Go Back to Basics Reform Programs
The Philippine National Police (PNP) has launched a series of “Go Back to Basics” reform programs aimed at strengthening integrity and professionalism, starting from recruitment and training. This initiative focuses on reinforcing the foundational systems within the police force to ensure consistent, ethical, and effective public service.
According to sources familiar with the matter, PNP chief Gen. Rommel Francisco Marbil stressed the importance of revisiting the core principles that guide the police. He said, “It’s time we return to the fundamentals of public service… our ‘Go Back to Basics’ guidance is a set of internal reforms aimed at reinforcing discipline, enhancing professionalism, and addressing persistent gaps within the PNP.”
“If we want to move forward as a professional organization, we must first strengthen our basic systems and correct practices that hinder progress,” he added.
Recruitment Transparency and Integrity
Marbil highlighted that recruitment must be fair, transparent, and based strictly on merit. He urged the complete elimination of illegal practices such as bribery, favoritism, and political influence. “No amount of money, favoritism, or political backing should ever determine who gets to wear the police uniform,” he warned.
Such corrupt practices, he explained, damage the organization’s credibility and weaken public trust. “Only those who are genuinely qualified, competent, and dedicated to public service should be allowed to join the police force, as the credibility of the PNP starts with the quality of its recruits,” Marbil emphasized.
Training Reforms and Financial Protection
The PNP chief also expressed concern about the financial pressures faced by police personnel undergoing training. Reports indicate that some trainees are burdened by exploitative financial arrangements, including dealings with loan sharks. Marbil called for the elimination of these harmful practices that affect morale and welfare.
He stressed that training programs must support personnel without placing undue financial or personal burdens. Upholding the welfare of trainees is essential to maintaining the organization’s integrity.
Enhancing Field Operations and Leadership

Education and Training Program Overhaul
Marbil has ordered a suspension of both Junior and Senior Leadership Courses. All mandatory training programs for officers and non-officers are being reviewed to ensure they align with the PNP’s strategic goals.
Additionally, all foreign training and educational trips have been discontinued to reallocate resources toward more impactful and relevant programs. “Every training, deployment, and policy must reflect the needs of our people and the reality on the ground. We must ensure that what we do truly contributes to peace, order, and public trust,” he said.
