PNP Morale Remains High After Torre Ouster
The Philippine National Police (PNP) maintains high morale despite the recent ouster of former chief Gen. Nicolas Torre III, acting chief Lt. Gen. Jose Melencio Nartatez Jr. confirmed. This positive outlook was evident during the PNP’s first command conference at Camp Crame, held just three days after Nartatez assumed office.
“The morale of the PNP is high, according to their feedback from regional directors and heads of national support units,” Nartatez told reporters following the conference, highlighting the resilience within the ranks amid leadership changes.
Priorities Under New Leadership
Upon taking office last Tuesday, Nartatez outlined his key priorities for the police force. These include strengthening patrolling and investigative operations, intensifying efforts against cybercrime, illegal drugs, loose firearms, and terrorism, and focusing on the education and welfare of personnel.
He also announced plans to reassess the PNP’s strategies for managing security risks, securing vital installations, overseeing public events, and ensuring the integrity of police officers. Such measures aim to enhance the organization’s effectiveness and public trust.
Evaluating Support Amid Internal Disputes
In a separate briefing at Camp Crame, PNP public information chief Brig. Gen. Randulf Tuaño shared that Nartatez addressed a manifesto of support signed by regional chiefs backing Torre during his dispute with the National Police Commission (Napolcom). Nartatez urged those who signed to carefully evaluate the consequences before taking such actions.
“He reminded them, ‘Bago kayo magdesisyon sa issue, i-evaluate muna ang magiging resulta ng pagpapalabas ng manifesto,’” Tuaño quoted. “He said, ‘Will this help the organization?’”
The dispute involved Torre’s reassignment of Nartatez from Deputy Chief for Administration to Area Police Command Western Mindanao, a move challenged by Napolcom for lacking proper authorization. Napolcom ordered the reinstatement of Nartatez and adjustments to other high-ranking appointments, contributing to the tensions that led to Torre’s removal.
Personnel Changes and Regional Transitions
When asked if further personnel reshuffles were expected, Tuaño indicated that no additional changes were discussed during the command conference. Meanwhile, Nartatez confirmed ongoing efforts to transition the PNP’s Sulu provincial office from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to the Zamboanga Peninsula region, following a recent executive order.
He also noted that preparations for the upcoming BARMM elections were reviewed to ensure smooth and secure conduct. These steps reflect the PNP’s commitment to adapting and responding effectively to evolving regional security needs.
