Former CIDG Director Charged by Napolcom
Brig. Gen. Romeo Macapaz, the former Criminal Investigation and Detection Group (CIDG) chief and current head of the Police Regional Office Soccsksargen (PRO 12), has been administratively charged before the National Police Commission (Napolcom). The charges stem from allegations that he fabricated a case against a whistleblower, a development that has drawn significant attention.
Whistleblower Julie Patidongan, also known as Dondon or Totoy, together with his brother Elakim, lodged the complaint against Macapaz on August 14. They accused the former CIDG director of attempting to implicate them as masterminds behind the abductions of at least 34 cockfighting enthusiasts, or sabungeros, between 2021 and 2022. These serious allegations have led to a formal investigation by Napolcom.
Napolcom Files Administrative Charges
On Friday, the Inspection, Monitoring and Investigation Service (IMIS) of Napolcom submitted charges against Macapaz to the agency’s Legal Affairs Service. The accusations include grave misconduct and conduct unbecoming of a police officer, highlighting the severity of the case. Officials reported that this step marks a critical phase in addressing the whistleblower’s claims.
Despite the allegations, the Philippine National Police and Macapaz previously maintained that the intention was not to file charges against the Patidongans but to include them in the witness protection program. This explanation, however, has not quelled concerns within the community and among legal observers.
Macapaz’s Transfer and Response
Last July 28, Macapaz was reassigned from his role as CIDG chief to lead the Police Regional Office Soccsksargen. Community members noted that this transfer came amid the ongoing investigation and allegations. When approached, Macapaz declined to comment on the matter, stating he would respond only to Napolcom regarding the case.
The whistleblower complaint and subsequent charges highlight the complex challenges faced by law enforcement officials and the importance of accountability within the Philippine National Police. Local leaders emphasized the need for thorough investigations to uphold justice and protect whistleblowers.
Implications for Law Enforcement Integrity
This case underscores the critical role of transparency and integrity in police operations. The accusation that a high-ranking officer could fabricate charges against whistleblowers threatens public trust. Officials reported that Napolcom’s actions aim to reinforce discipline and ethical conduct among police personnel.
As the investigation progresses, many await the outcome, hoping it will set a precedent for handling similar cases in the future. The situation also serves as a reminder of the risks whistleblowers face and the necessity of safeguarding their rights.
