Police Officers Tagged in Kidnap-Killings Face Past Cases

MANILA, Philippines — The police officers tagged in the kidnap-killings of cockfighting enthusiasts have a troubling history, the National Police Commission (Napolcom) revealed. Most of the 12 officers involved had previous administrative cases but were cleared, sources said.

Last July 29, Napolcom’s Inspection, Monitoring and Investigation Service (IMIS) formally charged these 12 Philippine National Police (PNP) personnel with grave misconduct and conduct unbecoming of a police officer. The charges relate to the reported abductions and killings linked to cockfighting circles, a case that has stirred public concern.

History of Allegations Against Police Officers

“Apparently, most–if not all–of the 18 names complained of by Alias Totoy have previous admin cases,” Napolcom Vice Chairperson Rafael Calinisan said during a recent interview at their Quezon City office. He noted that one officer had 13 prior cases, while another had 10. These cases ranged from homicide to robbery-extortion and grave misconduct.

Despite the numerous accusations, all were exonerated, leaving questions about accountability and oversight within the police force. Calinisan declined to provide further details on the specific cases but emphasized the pattern of allegations against those officers.

Whistleblower Exposes Police Involvement

The controversy escalated after whistleblower Julie Patidongan, known as Dondon or Alias Totoy, claimed in a June interview that certain police officers were involved in the kidnappings and killings of sabungeros who allegedly cheated during cockfighting matches. These revelations have prompted a deeper investigation into police conduct and possible corruption.

Calinisan also confirmed that the probe is expanding. Napolcom is looking into additional police personnel, including high-ranking officials, who might be connected to the case. This suggests a broader network possibly involved in unlawful activities linked to the cockfighting community.

“We are now examining other police officers, including generals, who may be linked to this case,” Calinisan said, signaling that the investigation is far from over.

As the inquiry progresses, authorities remain focused on uncovering the full extent of police involvement and ensuring justice for the victims.
