New Leadership at Police Regional Office 5
LEGAZPI CITY – Police Regional Office 5 has welcomed a new leader as Brig. Gen. Nestor Babagay Jr. assumed command, marking a significant change in the Bicol region’s law enforcement leadership. Babagay replaces Brig. Gen. Andre Perez Dizon, who recently moved on to direct the Philippine National Police Academy.
Born in Iriga City, Brig. Gen. Babagay is a proud member of the PNPA Patnubay Class of 1995. He holds master’s degrees in management and public safety administration, bringing a wealth of knowledge to his new role. His extensive experience includes serving as a United Nations peacekeeper in Kosovo, Haiti, and Liberia, showcasing his international background in peace and security operations.
Extensive Experience and Vision for PRO-5
Before taking over PRO-5, Babagay held several key posts within the police force. These included executive director of the directorate for intelligence, director of the police security and protection group, and commandant of cadets at the PNPA. His leadership style emphasizes professionalism, transparency, and a strong commitment to the welfare of his team.
During the turnover ceremony at Camp General Simeon Ola in Legazpi City, presided over by Lt. Gen. Jose Melencio Nartatez Jr., Babagay expressed his dedication to fostering a motivated and united force. “As your director, I will promote professionalism, transparency, and genuine concern for the welfare of my men. Only a motivated and united force can truly serve the public with quality service,” he said.
Outgoing Director’s Legacy and Future Plans
Brig. Gen. Andre Perez Dizon, now the director of the PNPA, plans to introduce reforms aimed at enhancing police education and leadership training. His goal is to further professionalize the academy and ensure it produces officers who serve with integrity and dedication.
