PPA Invests P410 Million for Leyte Samar Ports Expansion

The Philippine Ports Authority (PPA) has dedicated over P400 million to expand and modernize key ports in Leyte and Samar, aiming to create alternate transport routes amid ongoing San Juanico Bridge restrictions. These efforts seek to enhance connectivity between the provinces affected by the bridge’s weight limits.

PPA General Manager Jay Daniel Santiago emphasized the importance of this P410 million funding, sourced from the agency’s Corporate Operating Budget, to strengthen inter-island transport. “These initiatives, with a total value of ₱410 million from the PPA’s Corporate Operating Budget, underscore our commitment to strengthening inter-island connectivity and supporting the economic growth of the Province of Leyte and the broader Eastern Visayas region,” Santiago said.

Alternate Routes Amid San Juanico Bridge Restrictions

The restrictions on the San Juanico Bridge, including a three-ton weight limit imposed by the Department of Public Works and Highways, have disrupted transport between Leyte and Samar. In response, PPA officials inspected the municipal fishing port of Amandayehan in Basey, Samar, identifying it as a strategic alternative due to its proximity to Tacloban Port and key location.

To improve maritime safety at Amandayehan Port, the PPA will install 14 navigation buoys valued at ₱100 million. Santiago explained, “These aids will ensure safer vessel passage, especially at night or during inclement weather, and will form part of the agency’s broader maritime infrastructure improvements in Eastern Visayas.”

Port Modernization and Expansion Plans

Beyond navigational upgrades, the PPA allocated ₱100 million for dredging works to deepen the port and another ₱200 million for physical expansion. These improvements aim to accommodate more vessels and increased cargo volume.

The PPA is also finalizing the turnover of Amandayehan Port from the local government unit, expected before the year ends. This transfer will further equip the port for larger-scale operations and ensure a smooth transition.

Santiago assured, “The PPA affirms that this program goes beyond providing a short-term solution to the effects of the San Juanico Bridge restrictions and that Visayas operations will continue unimpeded.” He added, “It aims to establish long-term, reliable, and resilient transport systems in the region through continuous port modernization, seamless and sustainable connectivity across the country.”
