Education Stakeholders React to President Marcos’ Cabinet Reshuffle

President Marcos’ sudden request for the courtesy resignation of all Cabinet secretaries on May 22 has stirred strong reactions from various education groups. The call for a Cabinet reshuffle has raised alarms among teachers’ organizations, who warn against the move being used as a political tactic rather than a step toward meaningful reform.

The Alliance of Concerned Teachers (ACT) Philippines strongly criticized the directive, describing it as a “desperate diversion” amid allegations of electoral fraud and the worsening national crisis. Meanwhile, the Teachers’ Dignity Coalition (TDC) expressed concern over the potential disruption this political move could create within the education sector.

Political Motive Behind Cabinet Reshuffle Raises Alarm

According to ACT, the president’s directive appears to be a political ploy aimed at salvaging a faltering administration plagued by internal conflicts, economic struggles, and questions surrounding the legitimacy of the 2025 midterm elections. “This so-called ‘bold reset’ is nothing but political theatrics meant to rebrand a crumbling regime,” said a representative from ACT.

They added, “It is a blatant attempt to divert the people’s outrage from the fraud-ridden elections, internal power struggles, and the administration’s anti-people track record.” The group highlighted how promises of a “New Philippines” have instead given way to declining democratic standards, stagnant economic growth, and increased political repression.

The recent elections, the group noted, exposed deep flaws in the automated voting system, reinforcing the dominance of political dynasties and marginalizing progressive voices. “The elections have proven to be a mere formality manipulated to maintain the grip of the ruling class, with state agencies increasingly weaponized to suppress opposition and democratic dissent,” they added.

Education Sector Neglected Amid National Crisis

ACT pointed to the public education system’s ongoing crisis as a clear example of government neglect. Schools continue to suffer from insufficient funding, overcrowded classrooms, and a lack of basic resources. Teachers remain overworked, underpaid, and unsupported despite the growing demand for quality education.

Meanwhile, government spending priorities appear skewed toward military expenses, debt servicing, and questionable projects rather than improving social services like education. “Public schools remain overcrowded and underfunded, with teachers overworked, underpaid, and undersupported,” the group said. “The government’s failure to prioritize education reflects its utter disregard for the future of the nation.”

Concerns Over Potential Impact on Education Sector

In contrast, the Teachers’ Dignity Coalition (TDC) acknowledged the unexpected nature of the President’s call but urged that any Cabinet reshuffle focus on strengthening public service. TDC Chairperson Benjo Basas expressed worry over possible disruptions in key education agencies such as the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority.

“This could disrupt the continuity of critical programs,” Basas said. However, he emphasized the importance of appointing replacements who are competent, sincere, and truly committed to public service rather than political ambitions ahead of the 2028 elections.

Call for Genuine Reform, Not Political Distraction

With the Cabinet reshuffle underway, ACT urged Filipinos to reject what they see as “deceitful distractions” and instead push for deep, systemic reforms that address the root causes of the country’s crisis. “The only reset we need is a shift to a pro-people, democratic government,” a community leader said.

They concluded, “The future lies in our collective resistance and action.”
