President Marcos Declares Open Government Week
President Marcos has officially designated the third week of May every year as the Open Government Week. This move aims to strengthen the culture of transparent, participatory, inclusive, and accountable governance across the Philippines.
Through Proclamation No. 916 signed on May 29, the President aligned the country’s observance with the international Open Government Week. This annual event highlights the importance of open governance principles in fostering trust between the government and its citizens.
Promoting Transparency and Participation
The PH-Open Government Partnership (OGP) Steering Committee recommended institutionalizing Open Government Week to increase public awareness. This initiative urges government agencies and civil society groups to showcase their accomplishments, enhance collaborations, and promote innovative practices that reflect the core values of open governance.
President Marcos emphasized that as a founding member of the OGP, the Philippines has consistently shown its dedication to the global movement for transparent and participatory governance. “The Philippines, as one of the founding members of OGP, has consistently demonstrated its commitment to the global movement for open, transparent, and participatory governance,” he noted.
Responsibilities and Participation
Under the proclamation, the Department of Budget and Management (DBM) will lead the annual Open Government Week activities. The DBM is tasked with identifying programs, projects, and events to celebrate the occasion effectively.
All national government agencies, government-owned or controlled corporations (GOCCs), and state universities and colleges are directed to actively participate and assist the DBM in executing the proclamation. Likewise, local government units, non-government organizations, and the private sector are encouraged to join in supporting the event.
