President Marcos Signs National Housing Authority Act
President Marcos has signed the National Housing Authority Act, extending the agency’s corporate term and redefining its powers. This important measure, known as Republic Act No. 12216, was enacted on May 29 and repeals the old Presidential Decree No. 757 from 1975.
Under the new law, the National Housing Authority (NHA) will continue to operate as a corporate entity for another 25 years starting July 31, 2025. The agency will focus on developing and implementing comprehensive, integrated, and affordable housing programs nationwide. Furthermore, its main office will remain in Metro Manila.
Expanded Authority and Supervision
The National Housing Authority will now be under the administrative supervision of the Department of Human Settlements and Urban Development (DHSUD). To support its expanded role, the NHA’s authorized capitalization is doubled from P5 billion to P10 billion, fully funded by the government.
The law also outlines the structure for exercising the NHA’s powers. A Board of Directors will govern the agency, consisting of nine members. These include the secretaries of DHSUD, the Department of Public Works and Highways (DPWH), the Department of Finance (DOF), the Department of the Interior and Local Government (DILG), and the Department of Budget and Management (DBM). The Director-General of the National Economic and Development Authority (NEDA), the NHA General Manager, and two experts in housing, urban planning, and development complete the board.
The DHSUD Secretary will serve as the ex officio Chairperson of the Board, which is required to meet at least once a month. Special meetings can be called by either the Chairperson or at least five board members when necessary.
New Office for Disaster and Emergency Housing
In response to the increasing need for housing solutions after calamities, the law establishes a Disaster and Emergency Response Housing Office (DERHO) within the NHA. DERHO’s role is to develop plans and programs that assist families displaced by natural or human-induced disasters.
Local leaders noted that this new structure will enhance the government’s ability to provide timely and efficient housing assistance in emergencies. The NHA is expected to strengthen its commitment to affordable housing while addressing urgent shelter needs caused by disasters.
