President Marcos Signs Philippine Agriculturists Act

President Marcos has officially signed the Philippine Agriculturists Act, a landmark law that sets clear regulations for the agriculture profession in the country. This new legislation establishes the Professional Regulatory Board of Agriculture and aims to oversee the licensure, registration, and practice of agriculture practitioners nationwide.

The Philippine Agriculturists Act highlights the government’s commitment to strengthening the agriculture sector by ensuring that registered agriculturists meet high professional standards. “Hence, it shall develop and nurture competent, ethical, globally competitive, and well-rounded registered agriculturists who shall observe the highest standards of excellence,” the law states.

Creation of the Professional Regulatory Board of Agriculture

Under Republic Act No. 12215, the Professional Regulatory Board of Agriculture will operate under the supervision of the Professional Regulation Commission (PRC). The Board will consist of a chairperson and five members, all appointed by the President. These appointments will come from nominees submitted by the Accredited Integrated Professional Organization for registered agriculturists, ensuring that only qualified individuals will serve on the Board.

The Board’s responsibilities include conducting licensure examinations at least once a year, registering qualified agriculturists, and regulating the practice of the profession across the Philippines. The law mandates that every applicant must pass a written professional licensure exam to become a registered agriculturist.

Enhancing Agricultural Education and Professional Development

The Act also emphasizes the continuous improvement of agricultural education. It requires the development and upgrading of the Bachelor of Science in Agriculture curriculum to keep pace with modern agricultural practices. Moreover, the law supports the professional growth of registered agriculturists through Continuing Professional Development (CPD) programs.

These programs aim to maintain and enhance the skills and knowledge of agriculturists, helping them stay competitive and effective in their field. “The State recognizes the vital role of registered agriculturists in nation-building and development,” local leaders noted.

By formalizing the regulation of agriculture practitioners, the Philippine Agriculturists Act seeks to strengthen the agriculture sector’s contribution to the country’s economy and food security. The formation of the Professional Regulatory Board of Agriculture within six months of the law’s effectivity guarantees swift implementation. The Board will play a crucial role in shaping the future of agriculture in the Philippines.
