President Marcos Pushes for Convenient Zero Balance Billing
In a move to improve patient experience, President Ferdinand R. Marcos Jr. emphasized the need for more convenient zero balance billing. He proposed that hospitals deliver patients’ bills directly to their bedsides, eliminating long queues at cashier counters.
During an inspection at Bataan General Hospital and Medical Center in Balanga, Bataan, officials reported that this new approach is already being implemented locally. The president expressed hope that this zero balance billing enhancement would soon expand across the country.
Zero Balance Billing Innovation at Bataan Hospital
Community members noted that Bataan General Hospital introduced a system where the Statement of Account is handed to patients just before discharge. This initiative removes the need for patients to wait in line at the billing station, streamlining the process significantly.
President Marcos shared in Filipino, “They have a new feature here at Bataan General, still zero-billing, but instead of the patient having to queue at the cashier before being discharged, when the patient is about to be discharged, their zero-billing is delivered to them.” He added, “Another added convenience that I think we should adopt all around the country.”
Progress Toward Universal Healthcare
Officials reported that the Philippines has reached 80 percent progress toward achieving universal healthcare. The president attributed this advancement partly to the establishment of Bucas Centers—urgent care facilities managed by the Department of Health that offer free medical services nationwide.
He encouraged continued efforts, stating, “My aspirations of course is to achieve the dream of universal healthcare for our people.” According to local leaders, the key lies in strengthening the economy to sustain such programs and maintaining a dedicated healthcare workforce.
“Alam niyo naman mga doktor natin mga nurse, wala ng kasing-sipag sa mga ‘yan,” the president remarked, praising the tireless efforts of doctors and nurses.

To accommodate the growing number of patients, the president urged the Department of Health to accelerate its response and improve hospital services. Community members noted this challenge as a critical step to ensure quality care and efficient patient management nationwide.
