President Marcos Calls for Police Internal Reforms and Stronger Presence

President Marcos has called on the Philippine National Police (PNP) to accelerate internal reforms and respond swiftly to security challenges. During the installation of Police General Nicolas Torre III as the new head of the 230,000-strong force, the President emphasized the importance of police visibility on the streets to boost public trust.

At the change of command ceremony held at Camp Crame, Quezon City, Marcos gave clear instructions for the new PNP leadership. He urged them to cleanse the ranks, quickly investigate cases of police abuse, and increase police presence in communities to ensure safety and restore public confidence. “Panatilihin mong malinis at marangal ang hanay ng ating mga kapulisan. Bilisan ang imbestigasyon sa mga kaso laban sa mga pulis na lumabag sa batas upang maibigay natin ang hustisya sa lalong madaling panahon,” he said.

Serving with Integrity and Building Trust

The President reminded officers that their badge should symbolize a daily commitment to serve with integrity, not to command. He highlighted the vital role of visible police presence, especially in crime-prone areas, as a foundation for public confidence, even amid improved national crime rates. “Iparamdam natin sa mga Pilipino na may pulis na handang dumamay at magtanggol sa kanila sa lahat ng oras,” Marcos added.

Strengthening Anti-Illegal Drug Campaigns

President Marcos also tasked General Torre to sustain and intensify the government’s anti-illegal drug operations. He urged strict action against both high-level drug lords and street-level dealers, noting that no one involved in the drug trade should escape accountability. “Magsagawa pa rin tayo ng drug seizures at tiyakin na sasampahan ng kaso ang mga drug dealer at ang mga drug lord. Kahit ang small-time na mga drug dealers ay wala ring ligtas,” the President declared.

He further instructed the PNP to work closely with the Philippine Drug Enforcement Agency (PDEA) and maintain surveillance in vulnerable communities to prevent drug-related crimes.

New Leadership Amid Evolving Challenges

General Nicolas Torre III takes over from Police General Rommel Francisco Marbil, who retired upon reaching the mandatory retirement age. Marcos acknowledged the challenges facing the PNP, including transnational crimes, cyber threats, and internal misconduct. He encouraged Torre’s leadership to shape a police force known for precision, compassion, and accountability. “Your assumption of command comes at a time that calls for clarity, for courage, and for conviction,” Marcos stated.

Appreciation for Outgoing Chief Marbil

The President expressed gratitude for General Marbil’s capable and people-centered leadership, especially during the 2025 elections and crisis responses. He praised Marbil for guiding officers to serve with integrity and restoring public trust in the police. “Naging sandigan ng pamahalaan ang kapulisan sa paghahatid ng tulong, pagbibigay ng proteksyon, at pagtataguyod ng karapatang pantao,” Marcos said.
