President Vetoes National Polytechnic University Bill Early

MANILA, Philippines — President Ferdinand Marcos Jr. has vetoed the bill seeking to establish the National Polytechnic University, officials confirmed on Friday. This move affects the efforts to enhance the Polytechnic University of the Philippines (PUP) by amending its charter.

The National Polytechnic University bill aimed to empower PUP and elevate its status. However, the president’s veto came due to unresolved requirements tied to the bill’s implementation, sources said.

Assessment Requirement Hindered Progress

Palace Press Officer Claire Castro explained that the veto was issued because a directive from 2016 mandates an assessment that has yet to be completed. “The bill was vetoed by the president because a directive had already been issued as early as 2016 requiring an assessment. As of now, it appears that there has been no compliance with the required assessment for the said school,” Castro said during a briefing.

Despite this setback, the president remains hopeful. “He is optimistic that PUP will ultimately achieve national university status once all the necessary requirements are met,” Castro added.

What the National Polytechnic University Bill Envisioned

Had the bill become law, the National Polytechnic University would have primarily offered advanced occupational, technical, and professional training. The focus would include engineering, architecture, applied sciences, and other polytechnic programs.

Furthermore, the university could have expanded through extension campuses, provided that the necessary land and infrastructure were in place before opening new sites, local leaders noted.

Looking Ahead for Polytechnic University of the Philippines

The Polytechnic University of the Philippines, located in Sta. Mesa, Manila, has long sought to elevate its academic standing. While the National Polytechnic University bill was a step toward that goal, the lack of compliance with the mandated assessment stalled the process.

Officials urge stakeholders to complete the required evaluations to unlock future legislative support. The president’s veto signals the importance of meeting procedural standards before granting expanded authority.
