New Bill on Statement of Assets, Liabilities, and Net Worth Faces Criticism

A fresh bill requiring public officials to submit their Statement of Assets, Liabilities, and Net Worth (SALN) has been called unnecessary by Bicol Saro Representative Terry Ridon. He emphasized that the decision to release these statements to the public rests with the Office of the Ombudsman.

During a recent press gathering, local leaders noted Ridon’s firm stance against the proposed legislation. “It is not the role of Congress to mandate the public disclosure of SALNs; rather, it is the Ombudsman’s authority,” community members explained.

Ombudsman’s Role in Public Disclosure

Officials reported that the Office of the Ombudsman already has the mandate to handle SALN submissions and determine their public accessibility. This system aims to maintain transparency while respecting legal protocols.

Moreover, sources said that imposing additional requirements on public officials might lead to redundancy and confusion. They stressed the importance of strengthening existing mechanisms instead of creating overlapping mandates.

Concerns Over Transparency and Accountability

While the call for transparency remains strong, some lawmakers and civil society groups warn against unnecessary legislative measures. “Public accountability is crucial, but it should be balanced with proper institutional processes,” local leaders noted.

Community members also pointed out that enhancing the Ombudsman’s capacity could be more effective in ensuring that the SALNs serve their purpose in fighting corruption.

Moving Forward: Strengthening Existing Frameworks

Officials suggested that rather than passing new laws, the government should focus on improving the current SALN system. This includes better monitoring, easier public access through official channels, and stricter enforcement of penalties for non-compliance.

As discussions continue, sources said that collaboration between the legislative branch and the Ombudsman will be key to advancing transparency without creating unnecessary legal hurdles.
