Former Department of Public Works and Highways (DPWH) chief Rogelio Singson recently confirmed receiving feelers from the Palace about resuming his role amid ongoing controversies surrounding flood control projects. Sources reported that Singson shared this revelation during a televised interview, emphasizing the critical need to address the country’s persistent flooding issues.

During the interview, Singson acknowledged meeting with President Ferdinand R. Marcos Jr. to discuss an integrated water resources management program aimed at improving flood control nationwide. “Definitely, there are feelers,” he said, highlighting the government’s interest in his expertise.

Personal Considerations Influence Decision

Despite these developments, Singson dismissed the possibility of returning as DPWH chief, citing personal reasons. “I think that’s far-fetched because my wife will leave me already if I go back to government,” he candidly remarked, illustrating the personal sacrifices involved in public service.

Meanwhile, Palace Press Officer Claire Castro advised the public to await President Marcos’ final decision on the matter. Officials noted the administration’s cautious approach given the sensitive nature of the flood control controversies.

Flood Control Projects Under Intense Scrutiny

The DPWH has come under the spotlight following President Marcos’ stern warning during his recent State of the Nation Address. He declared that those involved in anomalous flood-control projects would face accountability. Community members reported that investigations revealed alarming discrepancies in these initiatives.

Subsequent disclosures indicated that approximately 60 percent of flood control projects either lacked clear descriptions or were situated in locations that did not match their contract details. These revelations raised concerns about possible mismanagement or corruption within the department.

Key Contractors Highlighted in Investigations

Further reports revealed that 15 contractors were responsible for 20 percent of all flood control projects across the country. Among these, St. Timothy Construction Corp. was singled out for allegedly failing to rehabilitate a river-protection structure in Bulacan, as noted by President Marcos himself. Such findings have intensified calls for transparency and reform within the DPWH.

In light of these issues, experts and local leaders have emphasized the importance of adopting an integrated water resources management program. This approach aims to coordinate efforts across agencies to effectively mitigate flooding risks.
