Scholarship Assistance Program Resumes for Police Children
Children of policemen who died or became permanently disabled while on duty no longer have to worry about their education. The National Police Commission (Napolcom) has officially resumed its scholarship assistance program, aiming to provide continuous support. Napolcom Vice Chairperson and Executive Officer Rafael Vicente R. Calinisan shared that the program now covers the full K-12 curriculum, vocational training, and tertiary education.
“We extended the educational assistance not only to the legitimate but also to the illegitimate children of PNP personnel who were either killed or rendered permanently disabled in the performance of their official duties or by reason of their office or position,” Calinisan explained. “The goal is to ensure sustained educational support from kindergarten through college.”
Expanded Coverage and Funding
The scholarship assistance program’s resumption follows the recently issued DBM-DILG Joint Memorandum Circular No. 2024-01, which revises how proceeds from firearms licensing fees collected by the Philippine National Police are administered. These funds serve as the primary source for the scholarship, mandated by Republic Act No. 6963. This law benefits the children of fallen or permanently disabled members of the Armed Forces of the Philippines, PNP, Bureau of Fire Protection, Bureau of Jail Management and Penology, and Philippine Coast Guard, sources said.
Calinisan emphasized, “This renewed effort underscores the government’s unwavering commitment to honor the heroism of military and uniformed personnel by supporting the educational journey of their children.” Educational assistance can be provided either through direct payment to the enrolled school or reimbursement of tuition and miscellaneous fees, starting from 2023 onward. The respective Napolcom Regional Offices will facilitate reimbursements.
Honoring Sacrifice Through Education
“This initiative not only ensures access to education for the children of our fallen and incapacitated police heroes, but it also affirms the government’s commitment to uphold the welfare of the police force and their families,” Calinisan noted. “This is our way of ensuring that the sacrifices of our police heroes will never be forgotten. By supporting the education of their children, we not only honor their legacy but also provide these young individuals with the tools to build a brighter future. It is our pledge to turn loss into opportunity and grief into hope,” he added.
This scholarship assistance program highlights the government’s dedication to securing a better future for the families of those who gave their lives or health in service to the nation. It offers hope and opportunity to the children, empowering them to pursue their dreams despite the hardships they face.
