Senate Blue Ribbon Panel Probes Flood Control Anomalies
MANILA — The Senate blue ribbon panel launched a thorough inquiry into flood control anomalies on September 1, 2025, drawing key figures involved in the controversial projects. Former public works secretary Manuel Bonoan and other individuals connected to the flood control program attended the hearing, shedding light on the ongoing investigation.
Despite his resignation the day before, Bonoan represented the Department of Public Works and Highways (DPWH) at the hearing. His replacement, former Transportation Secretary Vince Dizon, was not present. Sources noted Bonoan’s continued involvement as a critical factor in the probe.
Contractors Defend Themselves Amid Allegations
Among those present was Sarah Discaya, president of Alpha and Omega General Contractor & Development Corporation. She firmly denied all accusations against her company. “For the knowledge of everyone, St. Gerard and Alpha [and] Omega, we have been in the construction business for 23 years, so I would presume in the 23 years, we could earn. When I said DPWH, it was because prior to that, we were in local government. It is difficult to collect payments from the local government, they spliced the video that was taken of me and just mentioned the DPWH,” she explained, as community members recounted.
Alpha and Omega is one of the top 15 contractors identified by President Ferdinand Marcos Jr. as having secured the most government flood control contracts. Officials reported the company’s significant role in these projects.
