Senate Probes Learners’ Exposure to Online Gambling
Senator Sherwin Gatchalian recently called on the Senate to investigate the growing concern of learners engaging in online gambling. Reports indicate that young students are increasingly accessing platforms such as Bingo Plus, OKBet, Piso Game, and King Casino without supervision.
“Data from the Department of Education (DepEd) reveals eight notable incidents of learner gambling from School Year 2020-2021 onward, showing that students are actively involved,” Gatchalian stated in his resolution. This alarming trend urges lawmakers to take a closer look at how learners are interacting with these gambling sites.
Gaps in Policy and Enforcement Highlighted
Despite these incidents, the DepEd has yet to issue a clear directive prohibiting or penalizing gambling among students. Gatchalian expressed concern over this lack of regulations, emphasizing how easily children can access such platforms via their phones or computers.
“Young people are often glued to their devices, making them vulnerable to online gambling ads on Facebook, X, Instagram, TikTok, and YouTube. With just basic information, they can join promotions and cash-in options,” he explained.
Legal Framework and Its Shortcomings
Presidential Decree No. 1869 bans anyone under 21 or enrolled in educational institutions from playing games of chance. However, enforcement relies heavily on casino compliance due to no specific penalties targeting establishments that allow underage participation.
Moreover, while illegal gambling is punishable under PD No. 1602, minors caught gambling are treated as Children in Conflict with the Law under Republic Act No. 9344, favoring restorative justice over punishment.
Call for Comprehensive Policies and Tighter Regulations
The resolution pointed out the absence of a unified national policy addressing the spread of gambling among learners both online and offline. Gatchalian has filed a bill proposing stricter controls on online gambling platforms to protect youth.
Meanwhile, some senators advocate for a complete ban on online gambling to shield students from its dangers. The issue continues to stir debate as lawmakers weigh the best approach to safeguard learners.
