Senate Panel Awaits President’s Budget Submission

MANILA, Philippines — Senate finance panel chair Sen. Sherwin Gatchalian announced that the Department of Budget and Management (DBM) is expected to submit the president’s budget, formally known as the National Expenditure Program for 2026, as early as next week. This submission marks a critical step in shaping the country’s financial plans for the coming year.

During a Kapihan sa Senado forum held on Monday, Gatchalian stressed the importance of the president’s budget in guiding legislative priorities. “I have — well, I read this on the internet that in two weeks from the Sona, so we’re expecting it next week. But we’re already starting the schedules and working with the Legislative Budget Research and Monitoring Office to narrow down the targets,” he said.

Coordinating Budget Priorities and Timeline

Gatchalian revealed that the panel has proactively coordinated with the chamber’s Legislative Budget Research and Monitoring Office to refine the priorities for the proposed 2026 funding. Although there is a draft calendar for the national budget’s processing, the senator admitted there is still no official deadline for its completion.

When asked if the 2026 budget would be approved before Congress adjourns for the Christmas break, Gatchalian expressed cautious optimism. He noted that timely approval depends on whether the budget aligns with President Ferdinand Marcos Jr.’s directives. “If all things are true to its mandate and adhere to the pronouncement of the president, then I can assure that before the end of the year, we have a budget,” he added.

President Marcos’ Firm Stance on Budget Alignment

In his recent fourth State of the Nation Address, President Marcos emphasized that he would not approve any proposed national budget inconsistent with the administration’s programs. He clearly stated that any General Appropriations Bill not conforming to the National Expenditures Program would be returned, even if this leads to a reenacted budget.

This firm stance underscores the administration’s commitment to fiscal discipline and program alignment, challenging lawmakers to ensure that the budget reflects the president’s priorities.
