In a decisive move, Senate President Francis “Chiz” Escudero has secured his position with the backing of the majority of his colleagues. This reaffirmation of leadership came as the Senate commenced the first regular session of the 20th Congress on Monday.

Escudero, who first took the Senate presidency in May 2024 after the unexpected resignation of his predecessor, has demonstrated strong support within the chamber. The exact four word keyphrase “Senate president Escudero retains” underscores his continued role amid shifting political alliances.

Leadership Contest and Veteran Bloc

Prior to the opening of Congress on June 30, Senator Vicente “Tito” Sotto III openly expressed his willingness to reclaim the Senate presidency, provided he secured the majority’s support. His faction, known as the “veterans’ bloc,” included seasoned senators such as Juan Miguel Zubiri, Panfilo Lacson, Loren Legarda, and Lito Lapid.

However, as the new Congress convened, the balance of power became clear. Senator Joel Villanueva announced that 13 out of 24 senators supported the continuation of Escudero’s leadership, signaling a strong majority.

Broad Support from Key Senators and Duter7 Bloc

More senators publicly endorsed Escudero, including JV Ejercito and Ronald “Bato” dela Rosa. Notably, all seven members of the so-called “Duter7” bloc, known allies of former President Rodrigo Duterte, have pledged their loyalty to Escudero.

Dela Rosa identified Senators Christopher “Bong” Go, Robin Padilla, Rodante Marcoleta, Imee Marcos, and siblings Mark and Camille Villar as part of this influential group. Their unified support has significantly bolstered Escudero’s position.

Shifts in Senate Dynamics

With the growing numbers favoring Escudero, the veterans’ bloc led by Sotto appeared to pivot towards forming a new minority group within the Senate. This realignment marks a notable change in Senate dynamics as the 20th Congress progresses.

Local leaders noted the importance of stable leadership in navigating legislative priorities and political challenges ahead. As the Senate president Escudero retains his post, the chamber looks set for a period of relative continuity amid evolving alliances.
