Senate Embraces Improving Public Access Budget Process
MANILA, Philippines — The Senate expressed openness on Monday to proposals aimed at improving public access to the national budget crafting process. This move seeks to enhance citizens’ understanding and participation in how government funds are allocated.
Senate Secretary Renato Bantug welcomed calls for greater transparency in the bicameral conference process, emphasizing that such efforts align with the constitutional principle that public office is a public trust. “The bicameral conference is a joint undertaking of the Senate and the House. Both chambers share the responsibility to ensure openness and transparency,” he said.
Bantug highlighted that the Senate has long institutionalized transparency in budget discussions. Media representatives have routinely been invited to cover bicameral conference committee meetings on the General Appropriations Bill. “This consistent practice reflects our commitment to openness and accountability,” he added.
Moreover, the Senate values public oversight and involvement in the budget process. “Our kababayan have every right to know how their money is spent. Their active participation ensures that elected officials remain accountable to those who entrusted them with this responsibility,” Bantug said.
House Support and Broader Budget Reforms
Earlier, House Speaker Martin Romualdez voiced support for institutionalizing a transparent budget process by opening bicameral deliberations to the public. He noted that this initiative will be part of a comprehensive budget reform agenda planned for the opening of the 20th Congress this July.
The “open bicam campaign” advocates for full disclosure of bicameral conference committee deliberations, which often represent the final stage in reconciling the House and Senate versions of the national budget.
Lawmakers believe that live-streaming these meetings would allow citizens and stakeholders real-time access, thereby making the budget process more transparent and open to public scrutiny.
Enhancing Transparency Through Technology
By leveraging digital platforms, the government aims to bridge the gap between policymakers and the public. Live broadcasts and online updates of budget deliberations would empower Filipinos to engage more meaningfully with fiscal policies that affect their daily lives.
Such advances would not only promote accountability but also strengthen trust in public institutions. Encouraging citizen participation in budget discussions reflects a growing commitment to democratic governance.
The Way Forward for Public Budget Access
Both chambers of Congress recognize the importance of making the budget process accessible and understandable. Moving forward, joint efforts will focus on institutionalizing transparent practices that invite public participation throughout the budget cycle.
As the bicameral conference continues to refine the General Appropriations Bill, these transparency measures promise to foster a more informed and engaged citizenry.
