Senate Urged to Probe Flood Control Projects Amid Persistent Flooding
Senator Bam Aquino has urged the Senate to investigate the government’s flood control projects following severe and widespread flooding triggered by relentless rains. The call to probe flood control projects comes as many communities remain vulnerable despite significant budget allocations.
Aquino emphasized the urgent need to assess the effectiveness of flood mitigation efforts. He noted that billions of pesos have been set aside—P360 billion, roughly 20 percent of the P1.6 trillion infrastructure budget in 2025—but flooding problems persist.
“Flood control was promised, but what the people got was a flood out of control. We need to closely examine whether the billions of pesos in flood control funds were used properly,” Aquino said in Filipino. “It would also be good to know if our flood control plans are still effective or if the people’s tax money is just being wasted and going nowhere.”
Ensuring Communities Are Protected Against Climate Change
The senator highlighted the importance of protecting communities from the worsening effects of climate change. Aquino is set to file a resolution urging the Senate to conduct a thorough investigation into the flood control programs.
Similarly, Senator JV Ejercito expressed frustration over recent flooding incidents in Metro Manila and other provinces. Despite the sizeable budget for flood control, Ejercito questioned why funds were channeled mainly toward drainage improvements and slope protection rather than more impactful solutions like floodways and pumping stations.
“Almost all rivers have been concreted, yet flooding persists. Drainage improvements keep being done, but the floods remain!” Ejercito stated in Filipino. “We should follow the flood control master plan and fund high-impact programs, instead of dividing the budget and turning projects into patchwork solutions.”
He ended with a pointed observation: “But why is it all patchwork? Hmmm… The people are the ones who suffer. Year after year, we fall victim to flooding!”
The calls for a Senate probe reflect growing public concern over the government’s flood control strategies and the efficient use of allocated funds. Local leaders and affected communities are seeking accountability and more effective measures to safeguard lives and properties.
