Palace Welcomes Senate Call for Negative List
MalacaƱang has expressed support for Senate President Francis Escudero’s recommendation to create a negative list of infrastructure projects that should be excluded from the proposed 2026 budget. This move aims to prevent funding for projects deemed unnecessary or questionable.
During a briefing, Palace Press Officer Claire Castro said, āHis [Escuderoās] suggestion is welcome.ā She added that this aligns with President Ferdinand Marcos Jr.ās earlier instructions to the Department of Budget and Management (DBM) and the Department of Public Works and Highways (DPWH).
Thorough Review of Budget Insertions Underway
Castro emphasized that the DBM and DPWH are being tasked to carefully examine potential insertions in the budget. āThis really needs to be studied and evaluated to see if what is being said is true,ā she told reporters, referring to concerns about unauthorized projects slipping into the National Expenditure Program.
Officials reported that the goal is to ensure that all infrastructure spending is legitimate and transparent, reflecting the governmentās commitment to proper resource allocation.
Escudero Advocates Proactive Measures
In a statement released earlier, Escudero urged the administration to take a proactive stance by vetoing projects listed in the negative list of infrastructure projects. āInstead of waiting for questionable projects to slip into the budget and then expose them after the fact, we should be proactive. The Palace should make it clear from the start that these kinds of projects will not be entertained,ā he said.
He warned against allowing an influx of āuseless projectsā that offer no real benefit to the public. āThere should be zero budget for zero-benefit projects,ā Escudero added, underscoring the need for fiscal discipline.

Castro also revealed that President Marcos has ordered the DBM and Public Works Secretary Vince Dizon to conduct a comprehensive review of the DPWHās budget under the 2026 National Expenditure Program.
