Senator Urges Probe Into Abuse of Rescued Children
Deputy Minority Leader Sen. Risa Hontiveros has called for an urgent investigation into the alleged abuse and maltreatment of 156 rescued children under the care of Pastor Jeremy Ferguson from the New Life Baptist Church of Mexico Pampanga, Inc. (NLBCMPI). The senator’s concern centers on reports of mistreatment that demand immediate attention and action.
According to initial accounts, the rescued children reportedly endured harsh conditions, including physical, verbal, and psychological abuse while in the custody of NLBCMPI. The senator’s Senate Resolution No. 77 highlights these disturbing claims, which have sparked calls for accountability and stronger safeguards.
Allegations of Abuse and Neglect
One particular complaint filed by two 12-year-old boys, supported by their guardians and the Department of Social Welfare and Development (DSWD), details severe maltreatment. “Pastor Ferguson made them kneel for long periods, fed them spoiled food, and deprived them of play,” the resolution quotes, underscoring the severity of the situation.
Beyond abuse, the DSWD uncovered multiple violations by NLBCMPI, including failure to meet registration, licensing, and accreditation standards. Officials also reported that the shelter operated under unsafe conditions, exposing children to fire hazards, mismanagement of funds, and inadequate case handling. As a result, the agency issued a 30-day cease and desist order to halt the facility’s operations.
Need to Strengthen Child Protection Laws
Given these alarming findings, Sen. Hontiveros emphasized the urgent need to review and enhance existing laws and policies, such as Republic Act No. 7610 and related statutes. She stressed that stronger safeguards are essential to protect children placed in social welfare institutions like NLBCMPI, as well as similar facilities nationwide.
“The reported incident underscores the necessity of a comprehensive review of accreditation, monitoring, and regulation mechanisms for public and private institutions that assume custody of minors to prevent similar cases,” the senator said.
Senate Committee to Conduct Thorough Investigation
Sen. Hontiveros urged her committee on women, children, family relations, and gender equality to conduct a detailed inquiry into the matter. The committee’s examination aims to identify gaps in the current system and propose reforms that will better protect vulnerable children from abuse and neglect.
Community members and local leaders have also expressed support for the investigation, highlighting the importance of safeguarding the welfare of all children under institutional care.
