Senator Introduces Magna Carta of Commuters
MANILA, Philippines — Senator Mark Villar has introduced a comprehensive bill called the Magna Carta of Commuters to protect the rights and welfare of Filipino commuters. This proposed law is among his key priorities in the 20th Congress.
The Magna Carta of Commuters aims to solve persistent problems affecting millions of Filipinos who depend on public transportation daily, not only in Metro Manila but also in other regions. Senator Villar expressed his concern about the current mass transit system, noting the long lines, unsafe sidewalks, and poor infrastructure that commuters face.
Addressing Commuters’ Daily Struggles
“It’s very clear that many of our fellow citizens rely on public transportation for their daily commute, and it’s unfortunate that most of them have to wait in long lines and walk along dangerous sidewalks just to get to work or reach their destination,” Villar said in Filipino.
The senator emphasized that the Philippines still falls behind neighboring countries regarding public transport and urban mobility. The bill seeks to create a public transportation system that is inclusive, efficient, convenient, and affordable. It also focuses on improving safety for pedestrians and cyclists on public roads.
Infrastructure and Environmental Goals
According to the bill, the government will be required to develop infrastructure featuring well-lit walkways, safe pedestrian crossings, and accessible pavements for persons with disabilities. Villar also highlighted the importance of sustainability, promising that the project will include green urban planning and eco-friendly public spaces.
“We will not just build simple infrastructures, we will integrate environmentally sustainable urban planning by integrating greenways and green public spaces where people have the option to unwind and enjoy nature,” he added.
Commuting Is a Basic Right
The senator strongly believes that safe and accessible commuting is a fundamental right, not a luxury. He urged the government to support infrastructure projects that enhance mobility and respect the dignity of daily commuters.
“Our government should promote and support infrastructure and projects that improve our public transport because it is everyone’s right to commute safely and efficiently,” Villar said.
Through this bill, Senator Villar hopes to spark much-needed reforms in the public transportation system. His goal is for every Filipino to travel safely, comfortably, and with dignity.
