MANILA, Philippines — Senator Mark Villar emerged as a pivotal figure in the 19th Congress, showcasing a remarkable record of legislative achievements focused on economic modernization, digital innovation, and inclusive national development. Villar filed an impressive 176 bills and submitted 144 resolutions, while authoring or co-authoring 23 laws. Among these were six landmark laws he personally sponsored. Advancing Digital Transformation and Financial Security
Central to Senator Villar’s legislative agenda was creating a future-ready economy. He played a crucial role in passing the Internet Transactions Act (ITA) and the Anti-Financial Account Scamming Act (AFASA). These landmark laws aim to protect Filipino consumers and upgrade the country’s financial and e-commerce frameworks.
The Internet Transactions Act establishes clear regulations for online commerce, defining the rights and responsibilities of both consumers and merchants. By championing the ITA, Villar sought to empower consumers and stimulate growth in the fast-evolving digital economy.
Meanwhile, AFASA targets the growing problem of financial scams. It criminalizes “money muling” and social engineering frauds, allowing authorities to hold suspicious funds temporarily while investigations proceed. “With the exponential rise in online financial crime, AFASA is both timely and necessary,” Villar stressed, highlighting the law’s importance in protecting citizens.
Supporting MSMEs and Rural Growth
In addition to digital reforms, Villar advocated for rural economic development through the One Town, One Product (OTOP) Act. This law supports Micro, Small, and Medium Enterprises (MSMEs) by simplifying qualification processes and encouraging innovation. The goal is to promote Filipino-made products and create sustainable jobs in local communities.
“The OTOP law is about empowering communities,” Villar said. “We need to help MSMEs become competitive in a fast-changing market.” This initiative reflects his commitment to inclusive growth that reaches beyond urban centers.
Strengthening Public Sector and Energy Protections
Senator Villar also drove legislation protecting public servants and ensuring energy sector stability. Republic Act No. 12181, known as the Adjusted DFA Retirement Benefits Act, guarantees monthly pension adjustments for retired foreign service officers. This addresses inflation and honors their long-standing diplomatic service.
Another significant law, Republic Act No. 12179, extended the lifespan of the Power Sector Assets and Liabilities Management (PSALM) Corporation. This act safeguards the management of the National Power Corporation’s financial obligations, preventing the transfer of stranded debts to Filipino consumers.
“These laws are not just technical fixes—they’re about protecting livelihoods and easing burdens on ordinary Filipinos,” Villar explained.
