Senator Urges Stronger Sagip Saka Act Enforcement
MANILA, Philippines — Senator Francis Pangilinan has issued a firm warning to government agencies, vowing to push for budget deferrals if they fail to develop solid plans to implement the Sagip Saka Act fully. This law, which he authored, empowers national and local governments to purchase produce directly from farmers and fisherfolk without public bidding.
Despite the law’s enactment six years ago in 2019, many agencies and local governments have yet to comply with its provisions. Senator Pangilinan expressed frustration over this delay, emphasizing the need for immediate action.
Demanding Accountability in Sagip Saka Act Enforcement
“I filed a resolution in the Senate to hear from the agencies about their implementation progress,” Pangilinan stated. “If they claim to have no plans, then they will face budget cuts. I want to see their strategies. By Christmas 2025, they must be buying directly from farmers and fishermen. Otherwise, I will block their budgets, which amount to billions.”
The senator plans to raise this issue during upcoming budget deliberations with key government bodies. His move aims to ensure that the Sagip Saka Act’s promise to support local producers through direct procurement is realized.
Importance of the Sagip Saka Act for Local Producers
The Sagip Saka Act (Republic Act 11321) stands as a landmark legislation designed to empower Filipino farmers and fisherfolk by guaranteeing government procurement without competitive bidding. This measure helps increase income for local producers and streamlines government purchasing processes.
However, six years after its passage, implementation gaps remain significant. Senator Pangilinan’s push highlights the urgency of enforcing the law effectively to benefit Filipino agricultural communities nationwide.
Local leaders and sources note the need for stronger government commitment to uphold the law’s spirit and provisions. They emphasize that concrete planning and execution are essential to accelerate the direct buying process.
