Call for a Comprehensive Flood Control Master Plan
Senator Mark Villar has urged the government to develop a comprehensive flood control master plan to address the country’s persistent and worsening flood challenges. Officials reported that fragmented and inconsistent projects have failed to provide lasting solutions amid frequent natural disasters.
Speaking before the Senate blue ribbon committee, Villar emphasized the urgent need for a unified approach. “The Philippines is highly prone to flooding. Just last month, we experienced a typhoon that affected almost three million families,” community members noted. The senator warned that without a cohesive flood control master plan, the nation remains vulnerable to recurring devastation.
Impact of Recent Typhoons and Floods
Recent typhoons and the southwest monsoon have caused widespread destruction, affecting nearly three million families, officials reported. The disasters claimed 37 lives and severely damaged the livelihoods of over 98,000 farmers and fisherfolk. Local leaders noted that agricultural losses reached an estimated P3.16 billion, while infrastructure damages totaled approximately P16.51 billion.
Villar highlighted that such large-scale damage could have been mitigated with a strategic flood control master plan in place. The senator lamented that despite significant spending by agencies like the Department of Public Works and Highways (DPWH), Metro Manila Development Authority (MMDA), and various local government units, efforts remain disjointed and inefficient.
The Need for Integrated Planning and Accountability
Drawing on his experience as a former DPWH secretary, Villar explained the critical role of master planning in flood management. “You can fix one section and the flow of water will improve, but when it reaches another section without flood control, the water will accumulate, and the flooding in other areas will become worse,” local leaders explained.
He pointed out that the DPWH already possesses existing flood control master plans, some funded domestically and others internationally. However, these plans require immediate support and thorough implementation to be effective. Without a clear and unified blueprint, no amount of funding will resolve the flooding crisis, community members warned.

Public trust has eroded due to costly projects that fail to provide sustainable results. “Public funds must not be wasted on projects that are poorly executed or disconnected from a larger plan,” the senator declared.
