Senator Villar’s Top 10 Priority Bills Address Key Issues
On the first day of the 20th Congress, Senator Mark Villar filed his top 10 priority bills, signaling a strong start to legislative work focused on digital innovation, public safety, and social welfare. The senator promised to continue his multi-sectoral advocacy with proposals designed to meet the country’s pressing needs.
“In the upcoming Congress, we made sure that our priority bills will address various issues our country faces,” Villar said, highlighting the importance of comprehensive reforms.
Strengthening Digital and Consumer Protection
Three of Villar’s priority bills focus on enhancing the country’s digital and consumer protection framework. The Scam Prevention Center Act proposes setting up a Philippine Scam Prevention Center to coordinate nationwide efforts against financial scams.
The Enhanced Protection for Consumer Act aims to update the existing Consumer Act by adding stricter penalties and new rules against illegal investment schemes, as well as ensuring accurate product labeling.
Additionally, the Use of Digital Payments Act will require the government to implement safe and efficient digital payment systems for all public transactions, boosting convenience and security.
Boosting Public Safety and Education
To improve public safety, Villar introduced the Abducted or Missing Persons Alert Act, modeled after the U.S. Amber Alert system. This will help swiftly notify the public and authorities in cases of missing persons.
Complementing this, the Road Safety and Comprehensive Drivers Education Act will integrate road safety training into the K-12 curriculum, aiming to produce more responsible drivers from a young age.
Advancing Social Welfare and Commuter Rights
Committed to uplifting everyday Filipinos, Villar filed the Magna Carta of Commuters to enhance transportation infrastructure and services. He also proposed the Universal Social Pension for Senior Citizens to provide standardized pensions for all elderly Filipinos.
To support education for marginalized families, the Educational Assistance Act for Children of Farmers and Fisherfolk will ensure that these children receive essential educational support.
Healthcare and Local Governance Reforms
Healthcare is also a priority. The Free Annual Medical Check-Up Act of 2025 will guarantee that all Filipinos receive free yearly health examinations through PhilHealth, promoting preventive care.
Lastly, the Adjusted Benefits for Barangay Officials Act seeks to increase compensation and benefits for barangay leaders. This move aims to improve their service delivery and help reduce corruption at the grassroots level.
