State of Calamity Declared for San Juanico Bridge Repair
President Marcos has declared a state of calamity in Eastern Visayas to accelerate the repair and rehabilitation of the San Juanico Bridge and reduce the impact on communities in Samar and Leyte. This one-year declaration, recommended by the National Disaster Risk Reduction and Management Council, began on June 5 and may be extended or lifted sooner depending on the situation.
“There is an urgent need to repair and rehabilitate the San Juanico Bridge to ensure timely delivery of essential goods and services and restore regional mobility,” the President emphasized. The four-word keyphrase state of calamity is essential to hasten government action and funding for this vital infrastructure.
San Juanico Bridge’s Critical Condition
Built in 1973, the 2.16-kilometer San Juanico Bridge serves as the only permanent land connection between Samar and Leyte islands. It forms a crucial link in the Pan-Philippine Highway network, connecting Luzon, Visayas, and Mindanao.
However, recent assessments by the Department of Public Works and Highways revealed the bridge is in critical condition. As a result, a strict three-ton vehicle weight limit has been enforced since May 15. This restriction has stopped heavy cargo trucks, causing significant disruptions in transporting food, medicine, agricultural goods, and construction supplies across Eastern Visayas.
Government Response and Funding Support
Proclamation No. 920 directs the DPWH, together with local government units, to speed up all necessary repairs and rehabilitation work on the San Juanico Bridge. The Department of Budget and Management will assist by identifying sufficient funds to support these efforts.
Law enforcement agencies, backed by the Armed Forces, have been tasked to ensure the safety and security of affected residents and maintain peace and order during this critical period. The national government also calls on local governments and private sectors to fully cooperate and mobilize resources for the bridge’s urgent rehabilitation.

Malacañang acknowledged the inconvenience caused by the ongoing repair works but stressed the need to prioritize long-term safety. Communications Undersecretary Claire Castro said, “Mas nanaisin po talaga na maiwasan kung anumang maaaring idulot ng disgrasya kung ito man ay hindi maayos nang maaga,” highlighting the importance of preventing accidents through early intervention.
The government continues to implement measures to lessen the impact on residents and businesses affected by traffic restrictions. Despite short-term disruptions, officials stress the rehabilitation is vital to avoid potential disasters and ensure the bridge remains safe and functional for years to come.
