Street Dwellers Using Storm Drain in Makati City as Shelter
Authorities have uncovered that several street dwellers in Makati City have been taking refuge inside a storm drain. This discovery came after a video circulated online showing a man emerging from the drainage system. Upon investigation, local police confirmed that four individuals were seen using the storm drain as a temporary shelter.
CCTV footage captured on May 26 near the intersection of V.A. Rufino and Adelantado Streets in Barangay San Lorenzo revealed three people entering the storm drain one after another. According to sources familiar with the matter, “Base po sa initial na investigation, sila po ay mga street dwellers sa Barangay Pio Del Pilar. Pansamantala po ay nag-seek sila ng temporary shelter po or refuge doon sa area.” This indicates that these individuals are local street dwellers seeking shelter in the drainage area.
Investigation and Possible Concerns
Police are also investigating whether these individuals might be involved in any unlawful activities. During their inspection of the storm drain, officers found various tools including a screwdriver, pliers, a wrench, and other metal objects. The presence of these tools has raised some concerns over possible criminal use of the space.
Moreover, the storm drain connects to another drainage system along Amorsolo Street, which could potentially serve as an alternate route for those inside. This connection highlights the need for closer monitoring of the area to prevent any untoward incidents.
Response from Authorities and Social Welfare Efforts
Following the discovery, officials from the Department of Social Welfare and Development’s Pag-abot Program promptly visited the site. Their goal was to locate and extend assistance to the street dwellers and informal settlers found living inside the storm drain.
In addition, the local police coordinated with the Makati Commercial Estate Association to inspect the drainage canal thoroughly. As a preventive measure, a metal cover was installed to seal the opening and prevent further use of the storm drain as shelter. Reports indicate that “The Makati Police Station immediately coordinated with Makati Commercial Estate Association and immediately checked that said canal and installed a metal cover to the said opening to avoid the same incident.”
The Makati Public Safety Department has also been instructed to maintain regular surveillance of the area to ensure public safety and prevent similar occurrences in the future.
