Ranking congressmen have expressed support for President Marcos’ Cabinet reorganization, a significant move signaled by his call for all Cabinet secretaries to submit courtesy resignations. This development, launched on the morning of May 22, signals a fresh approach to governance. House Minority Leader Marcelino “Nonoy” Libanan and Chairman of the quad-committee Robert Ace Barbers both see the reorganization as a positive step. According to informed sources, Cabinet secretaries effectively act as President Marcos’ representatives across various government agencies. Libanan notes, “We welcome President Ferdinand Marcos Jr.’s decision to reorganize the Cabinet—a move that underscores his ongoing commitment to responsive and effective governance.”

He adds, “This decisive action reflects the President’s resolve to uphold the highest standards of public service by placing the right individuals in key positions to address the ever-evolving needs of the Filipino people.”

Timing and Purpose Behind the Resignations

Barbers believes this is the right moment for change. “It is now timely that he come up with new marching orders to implement a reinvigorated system of governance with certain innovations that will be appreciated by the masses,” he said.

Libanan agrees, highlighting that change, when driven by clear vision and strong leadership, “can infuse new energy and sharpen focus in tackling the pressing challenges of our time.”

He also points out that the reorganization can strengthen institutional coherence, improve policy implementation, and deepen public engagement. “We fully support the President’s efforts to advance a dynamic and inclusive national agenda,” the minority leader adds.

Qualities Needed in New Cabinet Appointees

Looking ahead, Barbers suggested the kind of leaders President Marcos should appoint to the vacant Cabinet positions. “I believe he should appoint to the Cabinet people who have unquestionable integrity and loyalty to him and his administration,” he said.

He further explains, “People who as his alter ego can deliver their respective mandates to the people that we serve and will not think twice in condemning Chinese aggression in the West Philippine Sea (WPS) and defend him on other national issues thrown against him and his administration.”

Barbers sees the courtesy resignations as an opportunity for President Marcos to replace underperforming officials or those who fail to defend his government during criticism from opponents. This step would, according to community leaders, give the President a free hand to ensure his Cabinet aligns with his administration’s goals and principles.
