Transport Operators Face Scrutiny Over Recent Road Accidents

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued orders to several transport operators following their connection to three recent road accidents, one of which tragically resulted in a fatality. On Friday, May 30, the regulators demanded these companies explain why their franchises should not be suspended or revoked due to alleged lapses in maintaining safe operations.

Among those receiving show cause orders were BND Trucking Inc., Philtranco Service Enterprises Inc., Charlie M. Ramos, and Del Monte Motor Works Inc. According to sources familiar with the matter, these orders require the operators to provide verified explanations confirming that they conducted proper vehicle inspections and monitored their drivers effectively.

Consequences of Failing to Address Safety Concerns

Failure to respond adequately could lead to suspension or cancellation of their Certificates of Public Convenience (CPC). Reports indicate that drivers from these companies were allegedly involved in reckless driving incidents, which resulted in multi-vehicle collisions and even the death of a pedestrian.

The LTFRB has scheduled a hearing on July 2, during which the operators and their drivers must personally appear and submit written explanations at the LTFRB central office in Quezon City. The board’s move was made acting motu proprio, underscoring the urgency of addressing these safety issues.

Details of the Incidents Linked to Operators

BND Trucking and Philtranco have been connected to a collision in Atimonan, Quezon. Meanwhile, Charlie M. Ramos and Del Monte Motor Works were involved in separate accidents in Quezon City and Region 4A, respectively. These incidents highlight the critical need for transport companies to uphold stringent safety standards.

Regulatory Expectations and Next Steps

The LTFRB emphasized that it is the responsibility of transport operators to thoroughly inspect their vehicles and supervise their drivers consistently. These duties form part of their CPC obligations. Officials warned that failure to respond or attend the scheduled hearing will be regarded as a waiver of the right to be heard, which may result in immediate franchise suspension or revocation.

Support for Accident Victims

In a related development, the LTFRB instructed the Passenger Accident Management and Insurance Agency (PAMI), the accredited insurer for public utility vehicles, to hasten the release of insurance benefits to families of those killed or injured in these accidents. This step aims to provide timely assistance to affected families.

All show cause orders were signed by the LTFRB Legal Division Chief and formally delivered to the concerned companies and individuals. Community leaders said this enforcement action reflects a broader commitment to improve road safety and accountability among public transport operators.
