In the latest survey results for the second quarter of 2025, trust and performance ratings reveal notable shifts among key Filipino leaders. President Ferdinand Marcos Jr. experienced an increase in both trust and performance ratings, while Vice President Sara Duterte saw a decline, according to a recent study by a respected research firm.
From July 12 to 17, the survey found that President Marcos’ trust rating rose to 64 percent, up by four points from 60 percent. His performance rating also improved slightly by three points, reaching 62 percent, remaining within the margin of error. These findings highlight a renewed confidence in the President’s leadership among Filipinos.
President Marcos Leads in Trust and Performance Ratings
Among all top government officials surveyed—including Vice President Sara Duterte, Senate President Francis Escudero, and House Speaker Martin Romualdez—President Marcos maintained the highest trust and performance ratings in the second quarter of 2025. Sources noted that these gains mark a reversal of the downward trend observed since late 2024, signaling increasing public approval.
Meanwhile, Vice President Duterte’s ratings declined. Her trust rating dropped from 58 percent to 54 percent, while her performance rating fell six points to 50 percent. The research firm explained that these decreases were widespread, affecting most regions and socioeconomic groups, with the sharpest declines seen in the National Capital Region and Balance Luzon.
Despite the drops, both Marcos and Duterte still enjoy majority support, as their trust and approval ratings remain above 50 percent nationwide.
Contrasting Trends Compared to 2024
This latest survey contrasts with results from April 2024, when President Marcos’ trust and performance ratings had declined by five points each, while Vice President Duterte’s had increased by nine and eight points, respectively. These fluctuations suggest evolving public sentiment toward these leaders over time.
Senate President Escudero and Speaker Romualdez Ratings
Senate President Francis Escudero experienced a drop in both trust and performance ratings, falling four points to 51 percent and 49 percent respectively on the national level. However, Escudero’s support increased significantly in Mindanao, where his trust rating jumped 11 points and performance rating soared 17 points. This was the most notable regional gain among top officials during this period, local leaders noted.
On the other hand, House Speaker Martin Romualdez saw improvements, joining President Marcos as one of the two officials with rising trust and performance scores. Romualdez’s trust rating increased from 54 to 57 percent, and his performance rating climbed four points to 59 percent. These gains were broad-based, spanning all major regions and socioeconomic classes.
Survey Methodology
The survey was conducted through face-to-face interviews with 1,200 respondents aged 18 and above. It carries a margin of error of plus or minus 3 percent at a 95 percent confidence level, ensuring reliable insights into public opinion.
