UP Council Calls on Senate to Act on Sara Duterte Impeachment
The University of the Philippines Diliman University Council has strongly urged the Senate to fulfill its constitutional duty and proceed without delay with the impeachment trial of Vice President Sara Duterte. The council emphasized that the Senate must begin the trial immediately once the House of Representatives approves the Articles of Impeachment.
“Under the Constitution, once the House of Representatives has approved the Articles of Impeachment, the Senate must begin the trial without delay. This is not just a suggestion; it is a duty. The Constitution uses the word ‘forthwith,’ meaning immediately,” stated the council in a declaration dated June 30 and released on July 17.
Concerns Over Delays and Constitutional Duty
The council expressed disappointment over apparent efforts to stall or derail the impeachment process. They criticized the Senate’s recent decision to return the impeachment complaint to Congress, warning that it sets a dangerous precedent for accountability.
“We are dismayed at the naked attempts to slow down and even completely derail the impeachment trial,” the council said, adding that such actions undermine the constitutional mandate and public trust.
Public Support for Senate Trial
Referencing a national survey conducted from May 2 to 6, the council highlighted that a majority of Filipinos want Vice President Duterte to respond to the allegations and be allowed to clear her name through a Senate trial.
“This goes against what the Constitution prescribes and what the Filipino people deserve: truth, transparency, and accountability. Ignoring the Congressional impeachment of VP Duterte sends a message that powerful leaders are above scrutiny,” the council added.
Backing from UP Academic Community
The council also voiced support for earlier statements from members of the UP College of Law, and the Colleges of Social Sciences and Philosophy, as well as Media and Communication. These groups have called on the Senate to uphold its constitutional responsibilities and protect the public’s right to truth.
“We do not rush to conclusions. But we ask that the process be allowed to take place—fairly, openly, and according to the Constitution,” the council said. “To the Senate, we say: do your duty. Begin the trial. Let the truth be heard.”

The UP Diliman University Council is the highest academic body on the campus. It is chaired by law professor and Chancellor Edgardo Vistan II and is composed of all faculty members holding the rank of assistant professor or higher.
