UP Open University Tops Environmental Planners Licensure

UP Open University Graduates Excel in Licensure Exam

A graduate from the University of the Philippines Open University (UPOU) led the August 2025 Environmental Planners Computer-Based Licensure Examination, sources said. The exam recorded an impressive 92.66 percent overall passing rate, according to officials from the Professional Regulation Commission (PRC).

Irel Fortugaleza Manansala of UPOU secured the top spot among successful examinees with an outstanding rating of 87.80 percent. This achievement highlights the institution’s dedication to providing quality online education in the Philippines.

UPOU Named Top Performing School in 2025 Exams

The Los Baños-based pioneer in online education also emerged as the top performing school, with 60 out of 61 examinees passing the test, achieving a remarkable 98.36 percent passing rate. Community members noted this reflects the university’s strong academic programs and support for students.

The licensure exam, administered by the Board of Environmental Planning across multiple testing centers nationwide, saw 404 candidates pass out of 436 examinees, officials reported.

Topnotchers Showcase Excellence Across Universities

Beside Manansala, other top scorers included Lesther Daniel Balmatero from the University of the Philippines Diliman who ranked second with an 87.45 percent rating, and Maria Elena Jimenez Sumisim of UPOU who placed third with 86.85 percent. Local leaders highlighted the strong presence of UP campuses in the top ranks.

The full list of the top 10 examinees is as follows:

  • James Domini Lopez Labiano, University of the Philippines Mindanao (86.60%)
  • Chelsea Coleen Valmera Tamayo, UP Diliman (85.90%)
  • Kevin Jay Ranan Hinaloc, UP Diliman (85.85%)
  • Rey Gabriel Advincula Granada, UP Diliman (85.45%)
  • Leanabai Mindal Sakal, Philippine Christian University-Manila (85.25%)
  • Jackielou Rocero Canoy, Agusan del Sur College (85.15%)
  • Mussaenda Sirikit Fernandez Mejico, University of the Philippines Los Baños (85.05%)

Other Top Performing Schools

Aside from UPOU, other institutions with at least 50 examinees and an 80 percent or higher passing rate included UP Diliman, which had 72 passers out of 74 examinees (97.30%), and Philippine Christian University-Manila, with 186 passing out of 210 (88.57%). These figures demonstrate the consistent quality of education offered by these universities, officials reported.

Registration and Oathtaking Details

According to PRC, registration for the issuance of professional identification cards and certificates of registration will begin on October 1, 2025, through their official website. The date and venue for the oathtaking ceremony will be announced at a later time, community members said.
