Senator Loren Legarda Urges United Efforts to Protect Oceans

MANILA — Following the Philippines’ active participation in the Third United Nations Ocean Conference (UNOC3), Senator Loren Legarda made a powerful and urgent call for united efforts to protect the oceans. She emphasized the critical need to safeguard the livelihoods of Filipinos dependent on our marine resources.

During the Department of Foreign Affairs’ Ocean Talk held on August 13, 2025, Legarda described the ocean as “the soul of our archipelago.” She highlighted that the ocean supports 2.24 million Filipino livelihoods and contributes an impressive Php 787 billion to the country’s economy every year.

The Ocean: A Vital Lifeline Under Threat

However, local leaders noted that this lifeline is in serious jeopardy. Without immediate and decisive action, projections indicate that by 2040, rising sea levels could displace 150,000 Filipinos. Additionally, economic losses may surpass ₱18 billion. Community members also raised concerns about the annual dumping of over four million metric tons of mismanaged plastic waste, which poisons the nation’s waters and food chain.

“Climate harm is a breach of legal duty, and protecting our oceans is central to human dignity, security, and peace,” Legarda stressed. She referred to the International Court of Justice’s recent Advisory Opinion, which affirms that states have a binding responsibility to prevent, reduce, and remedy climate damage.

Philippines’ Active Role at UNOC3

Officials reported that the Philippines played a significant role at the UNOC3 held in June in Nice, France. The country was represented in every major segment of the conference. Legarda was honored to serve as one of the 13 Vice Presidents of the event and delivered interventions in nine thematic panels, demonstrating the nation’s commitment to ocean conservation.

From Strong Words to Concrete Actions

Despite these diplomatic efforts, local leaders stressed that the strong statements made in international conference halls must lead to real action on the ground. Empowered local governments are crucial in enforcing sustainable fishing practices, protecting vital mangrove forests, expanding marine protected areas, and addressing pressing issues such as illegal fishing and poor waste management.

Legarda also underscored the need for a cultural shift toward ocean literacy. She urged Filipinos to view the seas as a shared inheritance, not an endless resource to be exploited.

Building a Coalition for Ocean Protection

“The fight for our oceans demands unprecedented cooperation,” Legarda said. “Civil society must keep us accountable. The academe must guide us with sound science. The private sector must make sustainability the standard, the wisdom of our indigenous peoples and local communities must be valued. And the youth should use their creativity to change the tide.”

She concluded with a hopeful message: “Our most significant victories are yet to be won, if we dare to do more, together.”
